Job Description
Position Summary
Under the general direction of the Center of Excellence for Labor Market Research (COE) Director, the Project Manager will oversee and execute workforce research for California’s ten community college regions. As part of the California Community Colleges Chancellor’s Office Economic and Workforce Development Program, this position supports the State COE located at Los Rios Community College District. The COE delivers timely, relevant labor market research to inform strategic career education investments that align with regional workforce needs and promote living-wage careers.
The Manager will lead multi-regional and state-level research projects, ensuring that research findings are effectively communicated to key stakeholders. This involves not only compiling, analyzing, and interpreting labor market and higher education data but also presenting this information to diverse audiences. The Manager will deliver presentations, facilitate discussions, and share research insights with community college practitioners, workforce development stakeholders, and policy makers at local, regional, and state forums.
In addition to producing reports that support informed decision-making, the Manager will assist in statewide coordination efforts, lead collaborative initiatives, and contribute to convening with state and regional partners to ensure research outcomes are translated into actionable strategies.Typical Duties
Typical duties may include, but are not limited to:
- Leading and managing workforce research, from developing project objectives to conducting data analysis and disseminating results.
- Analyzing diverse data sources, including labor market trends, job postings, and educational outcomes, to support workforce development and educational planning.
- Designing, administering, and analyzing workforce and employer surveys using platforms like Qualtrics.
- Assisting in interpreting research findings, providing recommendations, and supporting data-driven decision-making to help align educational programs with labor market demands.
- Presenting research findings and data insights at community college meetings, regional/state forums, and conferences.
- Utilizing data analysis software and tools, including Excel and Tableau, and familiarity with data platforms such as IPEDS, Lightcast, and JobsEQ.
- Ensuring the timely completion of projects by effectively managing multiple priorities and deadlines.
- Managing access to software, data subscriptions, and other membership accounts.
- Serving as a key resource for California’s community colleges by offering expert guidance on labor market trends and workforce data.
- Collaborating with multiple regional Center of Excellence for Labor Market Research (COE) teams and external partners to ensure alignment on multi-regional projects.
- Working closely with state agencies and other workforce development stakeholders, and industry partners to ensure research aligns with employer needs and regional workforce trends.
- Representing the COE at off-site meetings, training sessions, and conferences, with occasional travel required.
- Using virtual office tools such as Asana, Slack, Dropbox, and Google Drive.
- Performing other duties as assigned.
Minimum Qualifications
Classified Management Position
- Have a bachelor’s degree from an accredited institution.
- Have three years of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment.
- Have an equity-minded focus, responsiveness, and sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles; and successfully foster and support an inclusive educational and employment environment.
